Since 2000, has been acting as Arbitrator, Labor Dispute Resolution, Panama Canal Authority (PCA).
He has been practicing Law since 1988. He earned his Law Degree from the University of Panama and a Post-Graduate Degree and a Master´s Degree in Labor Law.
He has held the position of Vice-Minister of Labor and General Director of Labor, Ministry of Labor (1992-1994), and Director of Complaints, Office of Human Rights, Office of the Ombudsman (2001-2006).
Since 2000, he has been acting as Arbitrator, Labor Dispute Resolution, Panama Canal Authority (PCA).
